So the top image I assume is your RGB version, and the bottom CMYK. You really cannot make a better CMYK match even with tweaking, as the colors are both ones that do tho have a CMYK match. For pantone you could get closer by manly choosing 2 spots from the PMS book. Make a grdient of the dark blue and have that multiply over your light blue.
Choose Edit > Process Colors > Convert To CMYK or Convert To RGB (depending with the colour mode of aforementioned document). Colorize grayscale button 1-bit images. Have fun with an colors!
For digital home/office printing RGB is usually the only option as most of these printers don't support printing CMYK image files. For commercial printing, ask your printer. Some print processes that require separations to be made, such as lithography or screen printing, absolutely will need CMYK for full colour work, or defined spot colours
If you want to convert an image from RGB to CMYK, simply open the image in Photoshop. Then go to Image > Format > CMYK. Download and install the Adobe PDF color profile and preset from here before saving the PDF. Instructions are included with the download. After that, go to File > Save As.
